Canada's seven capital scores, plus the Charter and the Act

Canada scores: Spiritual 6, Cultural 7, Enterprise 5, Symbolic 6, Social 8, Health 7, Emotional 7
Canada's Charter of Rights 6/10Alberta Sovereignty Act 5/10

New: Canada also scores 6/10 on the Canada's Charter of Rights and Freedoms (rights are entrenched and enforced by courts, with limits in s. 1 and the s. 33 override) and 5/10 on the Alberta Sovereignty within a United Canada Act (a provincial pushback tool that sits in tension with national rules). Why the Charter score is 6, not 8: the 2022 trucker convoy

We first rated Canada 8/10 because the Charter is written into the Constitution and independent courts enforce it. We lowered it to 6/10 because of how rights were handled in 2022.

  • What happened: truckers and supporters protested vaccine mandates, including the rule for cross-border truckers. In February 2022 the federal government used the Emergencies Act for the first time ever.
  • What the court found: in January 2024 the Federal Court ruled the use of the Act was unreasonable and that the response violated Charter rights to free expression (s. 2(b)) and protection from unreasonable search (s. 8), including the freezing of bank accounts. The government appealed, so check the current status.
  • The other side: a public inquiry found the legal threshold was met, and the courts have mostly upheld vaccine mandates as reasonable limits. Many Canadians still see the mandates themselves as an overreach on bodily autonomy and freedom of movement.

The score is an editorial judgment: strong written rights and courts, held back by a serious breach by government in practice. How we score the Charter →

How these numbers are counted (Chapwood-style): Local first, raw before adjusted, official figures beside lived ones. Every number here is tagged Counted (checkable, e.g. 343 MPs), Reported or Editorial — the seven capital scores and the Charter and Act scores are Editorial. Our counting rules →

Voting in Canada: the three levels

  1. Federal — elects the 343 MPs in the House of Commons. Register or check your status at elections.ca.
  2. Provincial — elects your province's legislature. In BC the next election is scheduled for October 2028. See the BC voting guide.
  3. Municipal — elects mayors and councils. Kelowna voted on October 17, 2026; Tom Dyas was re-elected mayor over Ron Cannan (unofficial: 19,451 to 18,482) and eight councillors were chosen — see the full Kelowna results.

Canada's score of 8 in Social capital is the strongest of its seven: trust in neighbours and institutions is what a vote is built on. Your vote is one way to grow it.
